Fixed Multi quote does not insert blank line between quotes

Multi quote 2 posts and note the lack of empty line between the two quotes. The same behaivor actually happened in 2.1, except it's less noticable there because of the non-WYISWYG quote boxes.

The HTML returned does actually have a trailing <p> tag for each quote but only the last one seems to be maintained.
