I have no idea what some of that means. I am clueless when it comes to this. Is there someone I can hire to set it all up for me?

If you're just starting out, the only 2 things you need from that list are:

Hosting ($77/year) (+Domain name?)
Xenforo ($140) (+Renewal after first year, etc.)

You don't need Elasticsearch and those other paid addons unless you know what they are and what their functions are for.
A brand new site, definitely doesn't need Elasticsearch and it can be added later if your site is large enough to warrant it.

Anyway, I'd start with basic XF and hosting and then add items as you feel comfortable or find that you really need those extras.

I know what they do. I've used them on other forums that I have joined. I just don't have any idea how to install them and set them up. I also have no idea how to get php and mysql installed either. That's why I want to pay someone to do it.

As for Elastic Search, it's a requirement for most of the add ons I want.

@Nightgazer Starlight unless you are getting a VPS for hosting you can't install the required items to use ElasticSearch. As most shared hosts don't have it setup on their servers. Just keep that in mind.

This is going to be a fanfiction forum now. I did want the thread starter add on, useful for knowing when the author has posted, but it's got too many requirements there. I guess I can build a good fanfiction forum with this revised plan instead now.

That would be great! Get an alert only when the author(OP) has posted. That is something any fanfiction forum needs.
