In order to combat spam i want all posts by users to have to be moderated; is this possible? If so how can i do it?

You can do it with the user group permissions.

Follow message moderation rules - You would set this permission to no in the usergroup permissions for the usergroups you want to moderate.

That has no relevance in this situation. Your issue there is to do with an add-on and the method for moderation for the single user using the Never permission that I suggested is a very rare use of this and in general should not be used. It certainly should not be used in the case here where the OP wants posts from all users to be moderated.

Brogan's solution is the correct one for this common situation and there will be no issues with it if it is set up correctly.
