XF 2.1 Problem with install after updating DB on development site

After updating the DB on dev site I'm trying to install but keep getting an error and asked to try again.
Can I try uploading 2.1.10 to see if this could be the issue (the dev site was previously on 2.1.9, production is 2.1.10 patch 2)
even though I have the message:
"Click the button below to begin the upgrade to 2.1.9."

Do you mean you imported the 2.1.10 production database to the 2.1.9 dev installation?

You can't do that.

Upgrade the dev installation to 2.1.10 (to match the production installation version) then import the production database.

Supposing we don't have the db backup of a 2.1.9 dev installation,
Will copying the prod files to the dev installation help in any way?
What else can we do?

Yes, copy the files from the production site to synch with the DB.
