XF 1.3 Problem in User Promotion System

Hi, we set some auto user promotions which were working fine.

After few days, my team noted some of user whom criteria is eligible for promotion, but not got the same promotion.

I checked profile of those member and found one common thing is that, they all did not set their gender.

The question is, is that a valid reason for such issue?

My promotion criteria is as under:

no, they all not loged in since a while, except one.

Then that is why. Promotions are only run for users that have logged in recently.

hummmm, but i mention "except one", one out of many were logged in but did not got promotion.
