Prefix setup right by User Group Permission

Is there a way to "not allow" a user group using prefixes?

I would like to have only moderators and admins being able to set prefixes on thread titles, but not registered users.

Can not find anything in user group permissions, but not sure, hopefully there is a way.

You set the permissions at the same time as setting up your prefixes.

Under the "Forums and Permissions" tab you can set "Usable by User Groups:".
