Fixed Prefix Display - New Threads Block

Add styling/class/css to the New Threads Block to display prefixes as they are in the forums, and as seen in the New Resources Block...

Why have it displayed in the sidebar:


But not on the forum?

The data isn't actually tracked in the last post section. If we did display it there, it would likely just be the plain text version so as to not grab attention.

To be honest, we could potentially go either way with the prefix display here in terms of the plain text or the rich version. The RM has displayed the rich version in its sidebar (on the RM pages) from when they were introduced and we haven't had any comments, so going rich is probably ok.

it should definitely show the "rich" version of the Prefix, instead of just plain text.

I was steering more towards rich so I've changed that for Beta 3. Thanks.
