I would like to talk to someone about how difficult it would be to create a Xenforo site. I think I know what the forum would look like but I have questions.

Can I have an indexed set of resources (articles, lists, opinions) on the site but not part of the forum?

Is Xenforo SEO friendly?

I see that Xenforo will install the software for $50. How much would it cost to build a custom site and who would do that?

I tried creating a demo but had no knowledge on how to do anything such as edit descriptions or add pages.

If you install additional software or develop something externally to XF, yes.
Naturally that's not something we can assist with.

Yes.

How much would it cost to build a custom site and who would do that?
It depends on the extent of the customisation and how much work you want done.
Typically developers and designers base their costs on an hourly rate.

You can sort of adapt the resource manager (official xenforo addon) for articles, but some other third party addons will be better.

Yes, but in quite a limited way. It depends on what you want to do. I think SEO could be a lot better
