First, does the word count include quoted text, or like links to videos or images inside BBCode?

First, does the word count include quoted text, or like links to videos or images inside BBCode?

No, bbcode and quotes are stripped before doing a word-count.

Also, what does the blacklisting/whitelisting feature do?

The blacklist feature just pushes that blacklist value into the parent template, which I tend use in my add code to blacklist a thread from getting ads.

Ratings blacklist/whitelist is a per-thread way to disable/enable content ratings for a specific thread.
