Poll Permission Being Ignored

Running the latest version of Xenforo. I have it set that new members (Registered group) aren't allowed to vote as I want to limit polls to active members (Active group). Vote on polls is set to No for Registered users yet they are able to vote. Is this a bug or a misconfiguration? I created a test account in that usergroup and the user is also set to No for voting in polls.

Is the member in any other user group which has the permission set to yes, or is it set to yes via node permissions?

Run the permission analyser for that member against the node to confirm how the final value is being set.

Node permission is set to yes, so is that overriding the usergroup permission? However when I go into the node permission for the forum it set to inherit.

An explicit yes in a node will override an inherited no.
