XF 2.2 Please explain rejection/resolution alerts

If you are referring to reports, staff members can either resolve or reject them and optionally send an alert to the reporting member when they do so.

I'm not sure there's much more which can be explained.
 
When sending a resolution/rejection alert is it sent to all users who reported the content, or only to the latest user to report the content?

Example:

I have content that was reported back on June 15. It was marked as resolved, and a resolution alert was sent. The content was reported by another user today and the comment section still shows the report and status change/resolution alert from June 15.

If I mark it as resolved, with a resolution alert, again today, who all will receive the resolution alert?
