Lack of interest Permission system to allow lower number override

Currently you can override a yes with a never, for example if you want to revoke permissions for a usergroup or specific user

But when there are numbers involved the highest number (or unlimited) amongst all relevant uaergroups takes priority.

So this suggestion is for a way to allow a lower number to override a higher number (or unlimited).
