XF 1.5 PayPal payment, no upgrade

I received a new subscription notice from PayPal this morning so I went and checked the members profile and I saw that he was not upgraded to the paying group. It has worked in the past for other members, but this time it didn't auto update the usergroup.

I've pretty much given up on the PayPal system working. I have had to manually update all of my paid subscriptions. This is what it shows on the PayPal IPN page:

Just haven't had the time to devote to this, but since someone else is having a similar issue I figured I would see if I could add anything that can help diagnose this.

PayPal is stating that IPNs are disabled again in that message (same bit as: https://xenforo.com/community/threads/paypal-payment-no-upgrade.117514/#post-1076511). This may be because there have been various failed callbacks to an old URL, though there's nothing that can be done outside of PayPal to stop that from happening. If it's an ongoing thing, then a placeholder at the old URL to stop a 4xx or 5xx response would be an option.
