XF 2.3 Paypal NEW + User Upgrades

Hi guys, I am trying to enable user upgrades in my Xenforo 2.3.2 version. I tried this long ago and could not activate it, now I notice there is new PAYPAL connector, so I gave it second try - but still not working. My Paypal account is Bussiness and I can receive payments when I send invoice to my customers. Posting some pictures of my setup, can you give me clue what I am missing ?

Fixed Post in thread 'PayPal NEW error with user upgrades.'

1) Created a whole new XF install.
2) Created a new PayPal payment connector.
3) Added 1 new user upgrade set to recur.

Still doesn't work.







Other people are reporting the same problem with no response from XF.
