Fixed Notices Fade In Time

After setting up floating notices, the "Delay duration (milliseconds)" doesn't seem to work.
I have tried on both firefox and Edge and both show the notice instantly when the page is loaded.
I have it set to 10000, which is 10 seconds (I think).
Any ideas? This is the same on the default style and custom.
