Implemented Notices Automatic Scrolling Switch

I'd like the ability in styles properties: notices - to have a switch that turns on or off automatic scrolling of notices.

I'd like to re-open this suggestion! I'm wanting to stop the tab from jumping to the next notice automatically (Interval Between Notices), not disable the animation when clicking the next notice tab manually.

You can pretty much guarantee that you're not going to see the point at which the panel switches
