XF 1.1 Notice system wont work?

Hello can i ask for help? I tried to create a notice system but it won't work
I configure the correct settings but for some reason it really don't work.
Anybody can help me please.

It won't show up to my board sir. Yes i did set the permission to logged in suer.

I've seen this recently.

Is your PAGE_CONTAINER template marked as outdated?

You will get notified of outdated templates when you log in to the Admin CP. Is PAGE_CONTAINER one of them?

For future reference, under the User Criteria tab, both guest and logged in were selected, so the notice did not display.

If you want it to show to everyone, leave the user criteria blank, as it states at the bottom of the page.

Note: This notice will be displayed to all visitors if no criteria are specified.
