Two notice system improvement suggestions:
1. Implement some new criteria - "User has just posted a reply", "User has just posted a thread", "User has just sent a conversation message", "User has just uploaded a media item", etc.. The idea being to be able to present a notice to the user immediately after they have performed a specific action.
2. Implement a new notice type - Modal. The code for opening a modal already exists, obviously. Enhancing that system to allow admins to make a modal notice would be great. When combined with the above, it would allow you to pop up a one-time notice immediately after a user has posted a thread in a specific forum.
