I can see this as a design. I can even respect why it would be "as design". I would prefer it to be, "as design", if only so people could report abuse.

But on the small off chance that this was not as designed.... I did get a notice that someone I have on ignored reviewed my resource.

Just confirming if this is design or bug.

This is as designed. A review is considered quite important (it's not just discussion for example), so it may require a response and the author is the only one who can do it.
