We can choose to set a notice criteria based on whether contact details (Twitter / Facebook etc) have a particular value, which to me is not terribly useful - if I wanted to send a notice to a specific user I would just send them a private conversation or email.

What is far more valuable is if I can set a notice to show for users who have NOT set a value.

Specifically, I want to be able to show a notice to users who haven't yet filled in their Twitter or Facebook profiles (or any other field for that matter), suggesting that they do so.
