XF 1.4 Not receiving invite in Conversations

Problem:

User A starts a conversation with User B. User B leaves the conversation. User B still shows up in the Conversation Participants list even though he/she has left. User A tries to add User B back using the Invite More option. User B never receives the invite.

If user B is leaving the conversation and selecting "Ignore future messages", they will never receive further invites.
