XF 2.0 Non-moderators can see moderation controls

I have a situation where non-mod users can see a couple of controls that only moderators should see:

They can't do anything with the controls - selecting a post or thread for moderation only gives them the option to deselect it. But obviously they shouldn't see them.

I've been over the usergroup permissions 10 times, but I just can't see what might be wrong. None of the regular user groups have any moderating permissions.

I don't think it's a style issue, it happens even in the default style, which is unmodified. I've disabled add-ons, so they don't seem to be the problem...has anyone else ever run in to this, or have any idea what might be misconfigured?

You would need to use Analyse Permissions on an affected user in an affected node and see if they have the "Use inline moderation on threads / posts" permission.

"Use inline moderation on threads / posts" and "Can use inline moderation on profile posts" are both 'no.'

Just to confirm, did you do this in the specific node where the user is seeing this? It is very likely not set at the global level.
