Non functional requirements, existing system?

So I am currently doing research for a company about an existing tool/system that will meet their needs. I don't think it's necessary to set up non functional requirements, as the tool will already offer some non-functional requirements. Sorry for my English, but I hope you guys understand me.

For example:

• I am doing research about which website can be used to ask questions. I came across Reddit. It's not logical to then set up a requirement about how the website should be able to load in 1 second.

Hope you guys can help me confirm that it's indeed not possible to set up non functional requirements in this case.
