Node Permissions for users in multiple groups

I did some searching but didn't see a good answer for this. If a user is in a primary group that has Deny in a permission, and then a Secondary group with Allow, which one wins? If it's a Revoke instead of a Deny does that make a difference?

Basically I'm just wondering what's the order that they are applied and which one is the permission that's actually carried out.
