Not a bug No Start a Conversation Buttons

There are no "Start a Conversation" buttons/links anywhere on my forums. I am the administrator and receive PMs from users, but I cant start a new conversation because there is no button ANYWHERE (sub-profiles, inbox, etc.). What do I do? the start conversation permission is already on yes but it still doesnt show up???
