Unless they reached the time frame post limit or posting blocked content, I don't see how that could happen.
 
Are there any additional PHP requirements for this?

Using 1.5 - tried to limit access to full urls of 6 nodes on my forum. Didn't work. I installed it and it showed up nicely, but adding the full url of a forum node did not stop a new user with no posts from posting in that node. Dunno if I did something wrong or if it doesn't work with 1.5
 
It doesn't work like that. This prevents new users from posting in any node, it is not a per node restriction.
 
Any way to make this working for 2.1?

Would be great. I don't like to much to deal with Permissions in XF and this can be great for creating some "quarantine" for new members.
