XF 1.4 New admin cannot see admin portal.

I created a new admin, here is his profile:

Did you add them as a Administrator? Just adding them to the Administrator group does not make them an admin.

If the member can log in to the ACP then they have been made an administrator.

What you need to do is grant the administrator permissions:

Click on the member name in the Adminstrators menu.

It's the screen which is present when you promote someone to administrator.
