Fixed Need to update russian timezones in localization

Yesterday in Russia there was a transition to a permanent winter time. Because of this time zone in localization is not true, for example in Moscow (now - UTC+4, need - UTC+3).

It's not just translation, the name of phrase utc_plus_0400_moscow should be changed too, in my opinion.

I've adjusted this now, though all we really have control over is the phrase itself. The underlying time zone information comes from PHP itself or your OS, depending on how it was compiled. This would generally need to be updated on the server and then XF would start using the new DST transitions, etc.
