I don't have the Resource manager yet but from the one installed on xenForo there are some downloads that are not uploaded but are given a link.
What if a download was large that it needed to be separated into multiple parts. I don't think this functionality is actually added into the resource manager currently.
It would be fairly easy to implement UI wise. When someone clicks on the download button, an overlay or a drop-down comes with Part 1, Part 2, ... links.
I think this could be important for communities that will use the resource manager as more of a "download manager" letting users download large files from external servers/places.
