XF 1.5 Multiple hard bounces for same user?

Hi, is it normal for one user to get multiple hard bounces? I have one user that has had 6 hard bounces over the last 2 weeks, 3 in one day, surely just one hard bounce should stop the emails? I had to edit the user and manually set his state to bounced.

I am using Amazon SES via [bd] mails, would either of those two interfere with this?

What was the state of the user before? We will only change state if their valid, as they would not normally receive emails other than confirmation/validation ones as is. Alternatively, we don't change the user state of moderators/admins as it may prevent them from performing their duties.
