Moderation Queue: Is it possible to put visible content elements there for post-approval?

I wonder if it is possible to put already visible elements in the moderation queue for post-approval?`

So that the content is immediately visible for all users, but the moderation team will be notified as the element is in the mod queue and can do this:

- do nothing (it stays in the queue)
- remove (content will be soft deleted)
- approve (content will be untouched as it is already visible, but the element will be removed from the queue)
