Design issue Moderated post / tagged user / not alerted

Very minor bug.

A user generated a post tagging a user.

This post is moderated because rules, first x posts, keyword etc.

On approval of moderated post alert for the tagged user is not generated.

This is generally a design issue. We only send mention alerts when the mention is first submitted (and only when the content is initially submitted, not in edits) and only for the entries that we explicitly converted into mentions. Because the content isn't visible, we don't send the alerts and we don't do the explicit conversion so there wouldn't be anything to send when approving the content.
