Why is the moderation link ONLY visible if there are items to moderate, but the report link is visible always.

That's not consistent and IMO confusing (i thought that i'm missing some new permissions)

Personally i would prefer to put them together, call it "team notifications" and have the items as subnavigation

I used the template modification system in 1.2

The moderation (and users awaiting approval) links have no content and are therefore useless when there's nothing there. The reporting system has content (potentially) and can be checked to see the recent happenings.
