Not a bug Mention alerts not being delivered

On this site, I did not get an alert for this post https://xenforo.com/community/threads/xenforo-distribution-groups.111218/#post-1028651 despite my alert preferences being set for mentions.

The mention was edited in. Alerts are only sent on the initial insert of the post.

I feel like it should still be delivered, though now it's a suggestion I suppose.

I understand not sending them for existing mentions every time it's edited but that should be avoidable based on how it's changed to rather than just [USER=7517]@User.
