XF 1.4 Manual approval is required for registration, but this setting is toggled off

I am testing user registration, and the user is notified that administrator approval is required. However, this setting is toggled off in the Admin CP. Why is this happening? Thank you.

Admin CP -> Home -> Options -> User Registration

All manual approval options are there. Note that Stop Forum Spam can result in an account being conditionally moderated. That is in the same section.

The manual approval option is off and I should not have been blocked as a spammer. Is there any other reason this could be happening!

Stop Forum Spam can result in an account being conditionally moderated.

A third party addon could also be responsible.
