Is there a way to make sure my moderators read every new post in our staff lounge forum?

Not by default. You will need some sort of custom mod for this.

What I do is have a thread prefix that highlights the threads in that area but it also does not work 100%

You can't force anyone to read something they don't want to.

How many of you read license agreements rather than just clicking "accept"?
    GarethPlevin and Amaury like this.

Of course you can't, but you can remove them as a moderator if one of the stipulations is to read all designated threads.

Then there is no need to force it if it is part of their remit.

I see I was not clear. What I meant was can I force moderators and staff to SUBSCRIBE to a particular forum, such as the Staff Lounge?
(That way, they learn of new posts there).

VBulletin allows notifications to go to certain email addresses of new posts.
    Is something like that possible?

There is nothing built in which will force subscription to forums or threads.

And I assume, nothing that allows certain email addresses to be notified of new posts (VB4 does this).
    Perhaps an addon might work.

Ok well, there should be the ability to add a forum to a certain group's subscription list so that mods are forced to monitor the staff forum.

I think there's an addon called Forumwatch that will do this.

Alternatively login as user would allow you to get them watching the forums you want.

Or you could just ask them nicely to watch the forum
