XF 2.0 Making a user and super admin

I have done everything in the admin panel to make the user super admin. I'm using latest version of Xenforo.

If you went into Groups & permissions > Administrators and after selecting the desired administrator click the option to make it a super admin, that is all you need to do.

I done that and I seem to still have the problem.

What problem?

Have you analyzed permissions? Groups & permissions > Analyze permissions
