XF 1.4 Loading Files for Disabled Add-ons?

I'm not sure if this is a bug, an anomaly or as designed so I'm posting it here.

When an add-on is disabled and you look at the debug output all of the php files for the disabled add-on are still loaded.

For example, my country flags add-on is disabled in the admin area for this site, but still shows up in the debug output...


Is there a reason for this or am I missing something?

Hmm, this MIGHT be a problem with another add-on. I can't duplicate this on my test servers, but on that live site it is happening.

I'll have to look into this some more.
