Fixed Link proxy.php not nofollow & target blank

On my forum members edit signature. to no nofollow tag
EXAMPLE

I think this is a bug ?

I've added just tweaks to always treat proxy.php URLs as external and to try to avoid getting them into posts (specific situations only).
