Limiting the number of Private Conversations?

Hate to bring up this old topic but some members are spamming other members trying to sell things. I already limit new messages to 1 recipient for newer registrations but that does not prevent them from creating multiple messages.
Even some of my older members sometimes get desperate and open multiple messages to try and sell things.
Right now all I can do is go take away their message privileges, I would much rather restrict them to OPENING 3 messages per day.
A simple addon where I can designate a specific member to only get a set amount of messages per day would go a long way to solving this problem.
