Limiting a user's access to conversations based on post-count

Hello! Relative newbie here. I have a problem with sellers using the conversation function to spam our users. I've set up where they have to be authorized by a mod to be a member, however they're getting more sneaky lately and showing to be a normal user on questioning, but then turn spammy.

Is there a way to prevent a user's access to the conversations limited to the amount of posts they've created?

There is an add on for post count, but you can also do it via the user promotion or upgrade system, so registered users cannot, but after x number of posts (or payment in the case of upgrades) they add user group with permissions
