Limited Admin Powers

I want to give a usergroup the ability to change members' usergroups, but not the ability to change non-user related parts of the website or to modify administrators/mods.

Is this doable?

You can assign administrators various permissions by selecting the appropriate checkboxes.

Right, I should have been more clear, is there any way to do that without making them admins?

No.

Only Administrators have access to the ACP and the functions therein.
