XF 1.5 Do moderators need to get admin power to moderate new registrations?

I want moderators to be able to moderate new registrations. (approve or deny new registrations.)
I do not want to moderators to administer user accounts (edit users and moderators)

Am I missing something or is it required to make moderators admin and give them admin powers over account settings?

With that setting moderators can administer accounts, instead of moderate accounts. Moderators should not be able to change account data, account settings or even promote users. In essence it makes moderators admins.
That makes absolutely no sense.

I will have an addon made to correct this.

I wonder if it works the same for other moderation queues.
