this problem was not often. maybe one week.

the url is strange

http://www.XXXX.com/css.php?style=11&dir=LTR&d=1377045828&css[]=xenforo,form,public

the css param should be a string instead of an array
css[]=xenforo,form,public

e.g.
"css.php?css=xenforo,form,public&style=1&dir=LTR&d=1376996479"


check your custom styles(specially the style with id 11)

There's no reason for this URL to be generated but I have prevented the error.
