Fixed Lack of "Upload attachments" permission doesn't prevent drag & drop upload in Firefox

If the permission "Upload attachments" is disabled then you can still drag & drop image files to Froala if you are using Firefox (or Microsoft Edge, according to one of our users).

Submitting the message then yields a confusing error: "The submitted message is too long to be processed. Please shorten it."

We were using a slightly convoluted configuration to prevent image/file uploads in this case. Not entirely certain whether the side effects of that config you were seeing are a Froala bug or not, but either way the config has now changed to be more explicit and it seems to have sorted it.
