XF 2.2 Is this row of buttons redundant?

If we have the top row in the pic, why do we need the bottom row? From what I can tell, they're completely redundant. I'm wondering if I can just remove this in order to clean up the page.

You can easily delete the one in the navigation bar at the top.
ACP >> Set up >> Public navigation > choose those you want to deactivate.

Thanks! If you don't mind, I'd like to ask you another question:

If you have a developer make changes to the code, is there a way he can make a backup which can be easily restored? In the event that you lose everything. Seems like the next web developer might have trouble finding out exactly where all the new code goes.
