XF 2.3 is there a way for an admin to clear a users cookies via the ACP?

You could change the cookie prefix in config.php:
PHP:
$config['cookie']['prefix'] = 'xf_';
to:
PHP:
$config['cookie']['prefix'] = 'yoursite_';
This would essentially "clear" the cookies, with the expected behavior of logging everyone out, as you're no longer reliant on the xf_ default cookies.

I highly doubt it. Cookies are stored on a user's browser locally. There isn't a way to clear them remotely as far as I understand.

Maybe clearing the cookies with the wrong term. if I could change the cookie that is set the next time they visit it may correct the problem for them.

You can change the cookie via src/config,php I do this so working in different forums the cookies are separate names.

Examole:
Code:
//Cookie Setting
$config['cookie']['prefix'] = 'testforum_';

You haven't really stated why you need to do this or if there is a bug/server error. That would be a logical first step....
