Not a bug Inbox and Alerts tooltips

It's not exactly a bug, but it does make sense that if Search has a tooltip, Conversations (Inbox) and Alerts have it too.

The best way I can justify this without having to make any changes here is that both icons that appear in that "p-discovery" area (Search and the What's new lightning bolt) have the tooltip, so it's kind of consistent within itself. I'm not 100% sure why that decision was made for that area specifically but it seems intentional. Best I can come up with is the lightning bolt icon needs some explanation as to what it does, so the tooltip is useful there, and because that's in the same logical grouping of icons as the search then it makes sense for the search one to have one too for consistency.
