XF 1.2 In Usergroup Promotions, what are "Privileges and Status"?

So, what does "Privileges and Status" in usergroup promotions do?

Does it update my promotion after an action is made? Such as "user is logged in?"

Those are the criteria against which the promotion is run.

If you check "User is a moderator" then the promotion will only be applied to moderators.

So, what do you suggest I do if these usergroup promotions are tied to ranks (already set up with postcounts)?

For example, I want the behavior to go like this:

Private (at least 50 posts)
Private 1st Class (50 posts to 100 posts)

I already set it that way, but it's not really updating... so how do you suggest I go about getting them "promoted?"

What I've done so far:
Created Usergroups (with the CSS assigned to them, and images tied to them)
Created Usergroup Promotions (with postcounts and the usergroup it's tied to)
