I'm done working on my site. The average time from creation to me feeling like I'm done is 3.5 years. I'm done because I can't do anything else for now until a Casino or Points Market System is released for Xenforo.

Very rarely do I ever think "I'm done" in the sense you are thinking. If I say "I'm done", its because I'm tired/fed-up with what I am working on.

Primary examples of this would be XenAtendo or XenPorta 1.5 (which is why I am making XenPorta 2).

I think the only thing I feel is relatively done, would be my XenCarta addon.
 
Better perhaps to think of it in stages, with specific objectives for each. This way you have an attainable goal to work towards. It also creates natural breaks where you can step back for a bit, relax, survey your domain... and plan for the next phase. Forum development has a cyclical nature to it - Plan / Implement / Evaluate Results and repeat.
 
I suppose it also depends if the site has continued to go in the direction you originally planned. I know @DRE has appeared to change direction a few times from reading his threads on here.
 
18 years - I'm definitely mostly done since I just sold the site. But the site will go on and improve, partially with input from me....
 
LOL. Never for me too. I have a text file on my desktop in fact with random notes every time I think of an idea or tweak that I must do at some point. Even if I finish tweaking there are endless guides, tutorials and help videos that could be done for users too. As we say in the UK, "It's like painting the Forth Bridge".
